Digital Services Act (DSA) Overview

The Digital Services Act (DSA) is a European Union regulation designed to make online platforms safer, more transparent, and more accountable. Fiverr is committed to complying with the DSA to protect your rights and maintain a trustworthy marketplace. This article explains what the DSA is, what Fiverr is doing to comply, and what these mean for you as a freelancer or client.

What is the DSA?

The DSA is an EU regulation that applies to online platforms such as marketplaces, social networks, and content-sharing platforms. The goal of the DSA is to create a safer digital environment that protects the fundamental rights of all digital service users. The regulation also includes two key areas:

  • The DSA requires platforms to provide clear mechanisms for reporting potentially illegal content and violations of Terms of Service, and to review and address valid reports in accordance with applicable laws. This includes content such as terrorist content, child sexual abuse material, counterfeit goods, and other forms of illegal content.
  • The DSA requires platforms to provide users with clear information about how their services operate, including their terms and conditions, content moderation practices, and certain aspects of content recommendation and advertising systems. The goal is to help users better understand how content is presented, how platform rules are enforced, and what options are available to them. Platforms must also give users clear information about terms and conditions and content policies.

How Fiverr complies with the DSA

We have made the following changes to our processes, policies, and products:

  • We updated the registration process for new freelancers to verify freelancers who identify as businesses before their profiles appear in our catalog.
  • We are continuously developing resources to increase transparency and inform users about how content moderation and platform operations work.
  • We improved reporting processes and tools for addressing illegal content, harassment, and violations of our Terms of Service, and established an appeals mechanism.

What the DSA means for you

Enhanced identity verification

The DSA requires that freelancers who use Fiverr as a business complete identity verification. This applies to all registered freelancers, whether inside or outside the EU, because our goal is to protect all clients. Completing verification keeps your profile visible to clients in the EU.

For details on how to complete the verification process, see Personal & business information verification.

Platform safety & trust

The DSA strengthens platform safety by introducing reporting tools to help combat harmful content. You can use these tools to report content or behavior that violates our policies.

For details on how to report content or behavior, see Reporting content or behavior on Fiverr.
